DISABILITY RIGHTS IN UKRAINE ARE A LITMUS TEST FOR DEMOCRACY

When Ukraine emerges from conflict, the country has the promise to rebuild itself as a model for a free, fair, and inclusive society. In a Euronews op-ed, IFES senior global inclusion adviser Virginia Atkinson and Fight for Right NGO co-founder Yuliia Sachuk write that ensuring the rights of people with disabilities are respected will be a major test of how its democracy succeeds. 

“Buildings should be rebuilt in an accessible manner, institutions should be abandoned in favor of strategies for people with disabilities to live independently in the community,” they write. “Many of the accommodations that can be applied are ones that we already use in our everyday lives.” 

The upcoming Ukraine Recovery Conference in Berlin provides an opportunity to focus attention on ensuring people with disabilities are meaningfully involved in Ukraine’s recovery and reform. 

YOUNG PEOPLE STRENGTHEN DEMOCRACY AROUND THE WORLD

At the University of Dhaka, 40 students are engaged in Democracy: From Theory to Practice, a course that strengthens the understanding of democracy to engender constructive democratic engagement.  

“Democracy for me is freedom,” one student said. “Because democracy is what gives us the opportunity to express our opinions.” 

In Bangladesh, the course was adapted to center democratic theory and praxis from the Global South and the rich democratic traditions in South Asia and Bangladesh. This challenges the narrative that democracy is a one-size-fits-all solution.

Young people in Georgia are also strengthening its democracy by bridging ethnic divides between Georgians and minority communities. 

“We have a lot of disinformation in Georgia,” Rashan, an IFES KARe program participant, said. “There are so many stereotypes [about ethnic Azerbaijanis and ethnic Armenians], whether it is that we don’t know the Georgian language or don’t want to learn the language.” 

Rashan launched an awareness and voter outreach campaign leading up to the 2020 parliamentary elections, creating social media posts and videos to engage members of minority communities. His work has led to meeting and establishing connections with government officials.

NEW PUBLICATION: CHAIN OF HARM  

IFES launched two new publications related to the Chain of Harm, a valuable tool for practitioners to break down the challenges of disinformation, misinformation, and dangerous speech.  

The first is a conceptual framing that outlines the Chain of Harm’s current and potential use cases, including data-driven, inclusive program design, program evaluation, and threat modeling. The second is a companion practitioner’s guide that provides step-by-step implementation guidance for the Co-design Workshop, a valuable process for localizing and contextualizing information integrity programming. 

2024: YEAR OF GLOBAL ELECTIONS
